Arrest Made in Kirksville Shooting

Dustin Partin, 32, of Kirksville, was taken into custody Monday at a Queen City residence following a brief standoff involving Schuyler County deputies, Missouri State Highway Patrol’s SWAT team, and other law enforcement agencies.
MSHP Sgt. Justin Dunn said Partin had concealed himself in the trunk of a car parked inside the home’s garage. After negotiating with authorities through a door connecting the garage to the residence, Partin surrendered peacefully. He was unarmed.
The situation came to the attention of Macon residents when numerous Missouri Highway Patrol vehicles transited Macon enroute to Queen City.
Partin was transported to the Adair County Detention Center.
He and co-defendant Jack Pulis, 65, of Columbia and formerly of Kirksville, face identical charges: unlawful use of a weapon, three counts of armed criminal action, second-degree assault, two counts of second-degree attempted assault, and first-degree burglary. Partin faces an additional charge of unlawful possession of a firearm. Pulis was arrested the previous week.
According to court documents, the two men traveled to the former Bear Creek Court Apartments, located outside Kirksville, in the early morning hours of March 23. Investigators say they fired 16 shots at a camper, a storage building, and a pickup truck while three people slept inside the camper.
One bullet struck resident Leona Connell, 57, in the shoulder. She survived. A second bullet killed a dog that was also inside the camper.
Investigators recovered both firearms at the scene. Security camera footage captured portions of the incident, which investigators say helped identify Pulis and Partin as suspects.
